NPC armies and animals are cycled every 6 hours, when they do not have an incoming army (and always have been).
However we have recently made a change whereby NPCs cannot be removed and reseeded on the same square on a refresh. This was to resolve the issue that sometime arose when players scouted a square and assessed the threat level and decided to send out an army - however in the mean time, the NPCs cycled and became a totally different force - with the possibility of wiping out their army.
We did briefly experiment with cycling only 1/3 of the NPCs but this lead to a build up of legion sized armies as players generally left those ones alone...
As a side note: Resources stay permanently until harvested and reseed every 6 hours based on the number that have been
totally depleted in that region.
