It allows me to send scouts there ... it's quite a ways away so I'm not going to bother.

Do you not get an option to send diplomats?

Guess I should give more info... I scouted the city before my army arrived, and got a report back.  I've been thieving it since I found it, and can still get goods from it, but scouts and spies fail as long as my siege army is there. And, this has happened before, when my alt sieged a city. I just accepted it as part of the game. The more I think about it though, the more it doesn't make sense.

It's possible that being under siege increases the diplomatic defense with an "alertness" factor.  I suspect that scouting is still possible, but may require greater forces.

If the population has been decimated by the siege then the proportion of defending diplos per head of population will have risen a lot, increasing failure rates.

The 8 scouts failed, didn't return. I sent 23 (all I had left at the time) right behind them, they returned but were unable to complete the mission. So, making more scouts and will try again! Thanks everyone!  Big smile
