         Would there be any use for a Warehouse that had larger capacity (~1-2m), but without instant availability of stock, i.e. you could only deposit and withdraw a certain amount into existing Stores per rolling 24h period.
        
         

        
        
         If that enables too much, then it might be one to think about adding just to Capital cities, if they become privileged in future.
        
        
         

        
        
         Caveat: I haven't thought this through completely, so I might be missing something.
