Unable to upgrade sov building

         I am trying to upgrade three 'training grounds' in one of my towns. Each has balanced level 3 sov but there is no option to upgrade the existing level 2 training grounds to level 3 ?? only a demolish option.
        
         

        
        
         What can I do?

	Check that you have researched Pitching Camp in that town.
