Comparison of Basic Diplomat Units vs. Advanced Units
Assuming 2 T1 units roughly equivalent to 1 T2 unit
Diplomat Information and Stats
Terms:
RC (Resource Cost) = Strict Resource to gold translation,
assuming 3 gold to 1 basic resource equivalent
assuming 2 gold to 1 food resource equivalent
assuming 25 gold to 1 research equivalent
MC (Market Cost)
Assuming 1 horse = 900 gold equivalent
Assuming 1 book = 1000 gold equivalent
Assuming 1 saddle = 4000 gold equivalent
Starting out with a Strict Resource comparison
(Cost in resources per attack/defensive point created - smaller the number the better)
Break down:
Assassins: 3 times the attack value and almost 2 1/2 times the defense value for T2 assassin
Saboteur: 2 times the attack value and nearly 2 times the defensive value for T2 saboteur
Thief: 2 times the attack value and just over 1 1/2 times the defensive value for T2 Thief
Values are reversed for Scout and Spy
Scout: just under 1 1/2 times the attack value and over 1 1/2 times the defensive value for T1 Scout
Spy: under 1 1/2 times the attack value and almost 2 times the defensive value for T1 Spy

Attack: Assassin T2 yields a 4 times return on investment, Saboteur and Thief T2 over 1 times investment, Scout and Spy T1 return a better investment
Defense: Assassin T2 yields a 3 times return on investment, Both T1 and T2 for Saboteur and Thief are about equivalent, Spy and Scout T1 approach a 2 times investment
Recruit Time
(How many attack or defensive points you create per hour - larger number the better):
Break down:
In every case, if time is the limiting factor to bolster your diplomat strength offensive or defensively then recruiting T2 units over T1 units yields at the minimum a 2 1/2 times investment and in some cases almost a 4 times investment.

With these numbers above:
2000 T1 Thieves vs 1000 T2 thieves
T1 and T2 are about equal in Strict Resource Consumption, T2 are almost twice as expensive with market costs, T2 recruitment will finish over 6 days before T1 recruitment finishes.
