A rumored future update to the game may introduce a new building that will decrease the costs of Sovereignty. The drawback is that we won't get more plots for new buildings: you'll have to make this building instead of a different one. But if you like Sovereignty, it'll be worth it.

Faldrin, I will be updating that part of my sov guide, soon. The quick answer to your question is: The Chancery of Estates--as the game currently works--has a very limited use and appeal. It does not increase the number of allowed sov structures and doesn't allow increased diplo visibility beyond the claimed square, so the only current uses for it that I can think of are:

1) to claim the land so others can't settle there and others can't sov claim it easily

2) to have a slight military advantage on battles fought on those squares (though usually battles  aren't fought on far away squares, and I assume if you're worried about military advantage, the 8 squares closest to your city will be sov V)

3) a slight decrease in the research point and gold upkeep cost of your 20 sov structure squares. That decrease might allow a player to claim a square they might otherwise not be able to or allow them to claim those sov squares to slightly higher levels.

But for the cost of 800 wood, 3200 clay, 1600 stone, and unknown food per hour, it's usefulness doesn't seem proportionate to it's hourly upkeep costs.
