There are an interesting
step by step guide to claiming sovereignty and a
guide to sovereignty, and after reading these guides I tested how getting rid of unwanted sov levels actually works.
Background: I use my old capital as lab for the new towns. One of these experiments resulted in a sov level 3 square with a level 2 cattle ranch. Actually I even had a cattle ranch 5 on sov level 5 for some time, yielding a 5*5=25% cow bonus. But it became soon clear that I can't really afford to pay 2400 clay + 2400 iron + 2400 stone + 2400 wood per hour for faster cows in a still growing town.
Therefore I used the square for a mineshaft 5 (iron bonus) with no upkeep costs per hour, and built three cattle ranches at level 2 for a 3*2*5=30% cow bonus with upkeep costs of 3*300=900 instead of 2400 each per hour.
With a cattle ranch 2 on a sov level 3 forest square my troops refused to justify the third level for military reasons, and my merchants decided to get rid of it. That resulted in the following system message:
All sov costs and the complete cow bonus immediately vanished. The status of the square changed from
"balanced" to
"falling". I tried to stop the fall below level 2 by an immediate occupation minutes later, but that only allowed to get back to a
balanced level 3. And of course I was offline when the procedure finally reached level 2, and
continued to fall. Some hours later my
sovyet army occupied the square again for a few minutes, and I claimed sovereignty again.
The status immediately went from
"falling" to
"rising", all costs for level 2 and the cow bonus were re-activated, and the existing cattle ranch 2 survived the few hours in free fall towards level 1.

More about this tricky business: If you got the maximum of twenty sovereignty structures, and more than twenty sovereignty squares, and if you want to get rid of some level
1 claims with level
1 structures, because you want to build a new structure on another square, then you should
first demolish the structure.
Demolishing a level
1 structure takes less than a minute, and as soon as it is gone you can build a new structure elsewhere. OTOH you cannot demolish the structure when you first rescind the claim on its square, and rescinding a level
1 claim with or without level
1 structure takes a day.

Something you
SHOULD NOT test, because I already did it: If you are building a sovereignty structure, e.g., a
Brewer's Yard III on a 7 food square originally claimed for a
Farmstead V, and if you rescind the sovereignty
V claim on this square, because it is far too expensive for a beer production bonus, then the system will let you try this
"structure rising with claim falling" business. But when the structure should be ready it will tell you that building on this square failed due to a lack of sovereignty.
Apparently
"sovereignty falling" is handled as
"no sovereignty at all" for most purposes: All you can do is stop the
falling below the desired claim level with a new occupation for a new claim.
So now I have to wait one week (7d = 5d
V to
IV + 4/2 days
IV to
III) to get below
III, then claim
III again with a short occupation, and eventually build the
Brewer's Yard III for a decent 24% bonus. While falling the claim costs nothing, and the existing
Brewer's Yard II yields no bonus instead of 16%.
Hopefully the brewing bonus will also work for wine, at the moment it apparently only works for beer.

There is no indication that the beer squares will provide a benefit to wine. The devs have already said the weapons sov squares won't provide a benefit to the crafted weapons.

What's a better term for the info shown when clicking on resource icons, player names, etc.? Wikipedia suggests that
tool tips are shown without clicking, and that's how the question marks in the info column on the brewery page work for me.

I meant the i buttons are an IllyTools feature, not a game feature. (I think?) Therefore whether or not they mention sovereignty for something does not mean there is or isn't sovereignty for it.
