Getting back to settlement proximity thing, the Chancery mechanism has been discussed, and I agree that this is the obvious intended in- game mechanism to make land claims, but that is still only an individual option, and one that wouldn't be available to many players very quickly...

As far as for an alliance, I think public posting of their exclusion zone is enough to ask for. The announcement of it does not force any one to comply, it just makes them aware that actions may have consequences. I don't see that is inherently unfair. I realize  you can make the argument that a top alliance, by virtue of that very status, may be the only reason any one honors it, but that is just a reflection of reality.

I think it will be interesting to see what develops if increasing numbers of alliances make the decision to post settlement policies.
