server is down? or is blocking my isp?

         Hi all. i have been playing illy earlier when suddenly i couldn't access anything anymore at 
        
         http://elgea.illyriad.co.uk/Account/LogOn
        
        
         however, illyriad.co.uk is fine. also, at another tab i had, the chats are working, people replied to me. but i could not access any page at all... :( i could not access even with my cellphone.
        
        
         this happens sometimes, and when it happens, sometimes after 15-30 minutes i can log in again.
        
        
         

        
        
         what is the issue here? is the server blocking specific ip's if they use too much bandwidth or what? please help! thanks!
