scraps are cheaper on a "per point" basis.
Around 230k - 250k gold per point or less.

Only if you need the small quantity of prestige a handful of scraps would yield.  You'd need to buy every scrap available for sale at the time I checked and only the first 12 meet your pricing and it scales up pretty rapidly from that point.  Aside from the fact that sellers typically react very quickly to large purchases of scraps.
