Who is Responsible for the System Setup. Which authorises Resource deficit reductions after the resources have been paid for on line?????

I am also baffled. Are you talking about trading resources on the market? Buying prestige? De-leveling of buildings when you run out of resources?

Nearest thing I can imagine he is referring to is using prestige to boost basic res production...
Either way the question makes no sense... and does not belong on the technology board. I'm inclined to think it's just a troll.

This is my guess as well. I had this happen to one of my cities and lost about 8k population. (this was right at the beginning - when the de-level still had some bugs)
