The Sieging Army will attack the defenders on the square (if hostile), and - if they win - then start the Siege Encampment. If the defenders on the square are friendly, the Sieging army will join the square and begin sieging as normal.

If a town springs up at the place that a Sieging / Blockading or Occupying army arrives, then the outcome depends on the relationship between the players. If hostile, then the Siege order becomes an Attack order, and continues as a normal attack. If friendly, the sieging army gets sent home.
In both cases above, this is the theory

I'm sure some of the more complex permutations might break things; but that's what is supposed to happen!
