Do spells that scare, kill, or otherwise negatively affect "hostile" units affect hostile diplomat units?

Yep :-)

Although note that fear can be overpowered if there are more units than it can cope with; but the killing spells always seem to kill the number.

Yes, you get a message when they get triggered, overcome or otherwise expire (run out of charges).
