I believe that if you use Prestige to double your caravan speed time you should also receive the speed benefit on the vans return leg.

I concur. I currently never use the speed boost, but with this I'd be much more inclined to do so.

We agree, and this is now the case on ui2 and uk1.
I'll wrap it into a proper announcement later today (with some other new announcements).
However, this only applies to caravans that turn around immediately (ie they deliver their goods and come straight back). Caravans that stop and do other things (ie harvesting resources) do not receive the speed boost on the return leg.

What about having an option to prestige speed Inbound caravans?, other than alliance ones of course, so that if you make a trade that is far away and you need the resources quicker, you can get them to you quicker?
