Arbiter is latin for 'judge', the first time I used it was when I ran out of names for my WoW Blood Elf Paladin.. Yes, I have played WoW. Somehow 'judge' just fit my hammerdin darn well. Not to mention 'Fury' was taken.. (Had a lv99 Paladin named Fury on the Diablo 2 HC ladders)
I also had Rehtori the Hunter, Lurkki the Death Knight, Incendia the Fire Mage and Verdict the Rogue in WoW - Only Arbiter and Rehtori got past 70.. Arb was the only one at 80.

Tracy Scoggins is the name of the actor of the Commander of Babylon 5 in the final season.
I originally used it in EVE Online as the name for my alt and it kind of stuck.
It has never been taken when I needed a username :)
