There could be consortium of neutrality and mediocrity, but most people would already be in it!

We could be some kind of secret and "non existing", "no one knows of", type of organization to ensure a certain flow of evil in the game to keep players sharp and interested.
Next to the fact that no one can
now* of our existance, we also need to be carefull NOT to start talking about it in public.......

You will need a secret handshake and a password to get into the Circle of Evil.
Or should it be Evil-R-Us? Evil Incorporated? The Illy League of Evildoers? Evil Villians in ILlyriad (E.V.IL)? Club Evil?
