I have a city I got via siege. The levels are quite high especially food. So high I can't keep out of the red in food and iron. I have leveled up my store house and whse to lvl 20 but its not enough. I have 70 vans but using them all to spread res about still isn't enough to stay out of the red. I think the former owner had a lrge army before but I can't stay out of the red in gold in order to have a lrge army. My question is; is it normal for lrge players to run negative gold as long as they have enough gold to cover? I could do that, take up my army which would use more food and iron so I would be out of the red in res except for gold which I have enough to cover. Then I could focus on getting my blds to lvl 20 and my gold would go up. Of course I could raise taxes and take up gold that way but production would go down. Which is best? Ty.

Most players who support medium to large armies (more than 50k or so units) operate in the red in at least in those cities that have the large armies and make up the difference in trade, harvesting, selling prestige, or from accounts or cities that do not maintain such armies.
If I understand it correctly, your concern is that you are accumulating basic resources faster than you can spend them. This is not generally considered to be a problem by most players; many established players have constantly maxed warehouses in terms of basic resources.
In addition to raising taxes as you described, you might build some buildings that consume basic resources in addition to food, such as the troop upkeep reduction buildings, trade office, geomancy towers, etc. You might also choose to spend some basic resources on troop or advanced resource sov maintenance. If you have resource boost buildings such as foundry and have an oversupply of iron, you might consider replacing that building with one that is more useful to you.

For comparison purposes, many established players maintain taxes in the range of 50% to 60% or higher, depending of course on their playstyle and goals.

This is where you sov to maintain food levels needed. See instructions in this forum to do such and have FUN!
If you buy prestige, this too helps food and every other basic resource to increase by 20%, sometimes that is not enough, and sovereignty will still be needed.
