Maybe I am doing the maths wrong, but it seems to me that it isn't worth building a GR more than level 15 for 5 and 6 food plots and level 16 for 7 food plots.  Which sort of makes levels 17-20 a bit of a waste of time.  It is better to get the additional food boost by sacrificing a second slot and building another GR on it lvl 10 for 5 food, level 12 for 6 food and level 14 for 7 food.
At higher levels the additional magic food is more than ofset by increases in consumption.
Can someone confirm this analysis?

It depends. If you have a cluster of cities together, it might be worth it to have a level 20 geomancer on one city that geomance a couple of your cities at the same time, giving the larger bonus to all affected cities. So one city would be disadvantaged while the other cities offset the disadvantage. Also, if you build multiple geomancers, you might want the building slots for other things.

The geomancy retreat is most effective when you have two or three in a single city, and then use that city to support multiple cities.

You can effectively and efficiently use the Geo if you've clustered your cities within 100 sqr radius. This way you can can cast multiple natures bounty to your cities within range.

Pros:
  1. You can free 2 - 3 slots intended for GR to all cities under the spell coming from GEO City and used them for crafting or for Colleges purposes.
  2. You can save more mana to cities that are not casting geo.
Cons:
  1. You will get into trouble if the Geo City will be razed or force to move when at war. (though tax bar will help you solve that problem).. hehe.

but in my case each 2 Geomancers Retreat in each cities. :)
