Given the recent revelation that this item is in game and currently discoverable, I would like to open up a discussion to help solve this mystery.

It seems that simple crafting research alone is not responsible, given that a few players have confirmed all crafting research done and no discovery.  Therefore, we must assume that the secret lies down some other path.  The first clue would be in the actual description of the bow:

"The manufacture of the Bow is not merely  a mechanical task, but is in many ways a spiritual process.  And likewise, it's use is meditative as much as martial."

From this information, one would assume this reinforces the fact that research alone will not unlock the secret.  Furthermore, there are additional descriptors that I feel reinforce this as well:

"Wise and reflective elf" and it's arrows "Ride the sunlight"

Now looking at known map locations I feel is a start.  And the first one that seems to fit the bill would be the Temple of Reason 295/-165.

I would ask that anyone else express their thoughts or ideas, as I am not by far the most knowledgeable person on special locations in Illy.

Temple of Reason would match up with the Dwarven Champion's Armor description leading players to  Duraz Karag. 

Seems something must be done to these locations to unlock their secrets. Even more confusing is if any player can unlock the secrets, or if you must be a certain race or have a certain building to unlock.

It would stand to reason that a player has to have sufficient research completed in order to be "deemed" ready to learn their special racial recipie from an outside source.  I have all manner of diplos headed to the temple, but I don't quite have all of my bow research done.  Possibly if someone who had these items researched were to delve further into this.

I have all armor researched in the town i sent my diplomats from to Duraz Karag. All Diplomats returned with the same cryptic message.

Upon further investigation I have found this:

Your diplomatic mission from  Ambrosia  arrives at  [295|-165] in Perrigor  , and find it buzzing with debate and speculation, scientific demonstrations and learned lectures. 

They find it hard to understand most of what is said. But they suspect that clever diplomats - such as Advanced Spies - would be able to learn a lot from these philosophers and scientists. 

I have over 50 crafting recipies researched in this town, including a number of bows.

From another town with advanced spies sent and quite a few bow researches done:

Your Spies are inspired by the many debates, lectures and demonstrations in the courtyards of the Temple of Reason. Many of the ideas confirm the understandings of your own wisest people, and your diplomats enjoy the opportunity to relax here. 

They suspect that diplomats from less well educated towns than yours would learn a great deal here. But coming from such a well-schooled settlement as yours, they do not learn anything new. 

So, this may not be a location that offers any additional insight on the Elven Spirit Bow.  I am sending a seasoned commander with a retinue of Trueshots to see if they may learn anything else.

That rules out the Temple of Reason as being related to the Elven Spirit Bow. Any other elvish locations on the map?

I don't think enough time has passes to complete both the crafting AND the trade techs.  I'm a long way from completing them and I have been consistently researching since they were released.

I have completed all crafting res, but have only recently begun on the trade techs.  Got a looong way to go for that.
