You guessed it.
But back to topic, if you grant the defenders better ways to defend themselves, the attackers have to get a better way of attacking, and then someone will want better defenses then better attacking stiffs and it will go on and on.

Not really, defense is underpowered as is, so attackers wouldn't really need a boost if defenders got one.
