Demolish ... to Level

          It defaults to showing (current level - 1), so that the existing behaviour is the default.
         
         
          Available to select in the drop-list, is '
          Level 0 (raze)', followed by all the other lower levels (16, 15, 14, 13, ...).

           Choosing  
           Level 0 (raze), or any other 'do lots' option, will tie up the building queue for a long time. I think this is balance enough.

          Do the same for 
          Cancel Sovereignty, so there is some certainty about the level at which sovereignty claims will settle.
