The issue is minor, in the big scheme of things. However, it is one that does not make sense for game-play, and one I do not think would be hard to fix. What I am referring to is sending a caravan with resources to a spot on the map that is the target for a group of settlers to start a town; and even if the settlers get there first, an arriving caravan will dump its goods out on the ground on arrival, and thus be unusable for the town.
I can understand the logic of not allowing caravans to dump their goods on empty spots in the map, and then being able to pick up those resources later. Food would rot or be eaten by a variety of critters. The same with wood. Clay would wash away or dry out in the elements, and iron would rust. Or gremlins might steal them all.
But, the code seems to care what the map square looks like, at the moment the caravan is dispatched from its home town. For an example, I have settlers that are traveling far across the map. I would like to be able to have resources sent to them, that arrive soon after they found the town, so that I do not waste time in building and growing. My nearest established city is 18 hours away by caravan. I would like to start sending caravans when the settlers are less than 18 hours away, knowing that the town will be there by the time they arrive. But due to the current code, the caravans think it is empty space when they arrive, and will dump it in the trash, and the new residents of the town will be unable to salvage anything for use.
Would it be so hard to adjust the code, so that the caravans decide what they will do with their cargo when they arrive at their destination, rather than when they depart? I repeat, it is not a huge issue. But sometimes these tiny, little flaws in game logic need to be addressed.
