Can hostile armies pass over/through cities?

        Scenario 1: 

Let's say I have 9 cities built in a 3x3 block of cities. Can an army raid the one in the middle? 

        Scenario 2: 

Let's say I have eight cities built in a 3x3 ring, with an unsettled sovereign tile in the middle. Can an army pass through the ring to get to the middle tile?

	Scenario 1: armies can attack the one inside, but it cannot be blockaded or sieged Scenario 2: yes. Armies are not in any way impeded by cities while moving, cities only affect what spots they can blockade / siege / occupy
