Can assassins only assassinate in a city? If so, then attaching assassins to troops attacking a square as defense is useless, yes? What about scouts? If they are attached to an occupying force in encampment; will it prevent your occupying force from being scouted? Just wondering..

Assassins only work in a city, so attaching assassins as defense to encampments outside of cities is useless.
Scouts DO defend encampments outside of cities, so attaching scouts to an army MAY prevent your occupying force from being scouted. The attacking scouts will fight the defending scouts, and the outcome of that fight determines whether the person who send the attacking scouts gets a report and whether the attacking scouts survive. Defending scouts will always survive (unless the army they are attached to is wiped out militarily, in which case they will all perish).
Scout battles outside of cities do not contribute to player diplomatic scores.
