The Sith alliance is reporting that even when we have selected that staff of the alliance can collect and deposit gold, it seems no one can. This is happening on all browsers, and the Windows 8.1 app as well.

You can only deposit and withdraw gold via the Alliance Capital, and only the player in control of this city (or a sitter) can achieve this.
