The Allembine Research discovery is achieved as a result of completing the Human Statues mystery by sending spies to 26 locations on the map, as described in the wiki link above.

Hey! I ran out of gold and my Scribes left. Do I have to redo the quest to recover the scribes in that town?

Good news and bad news. You don't have to do the quests again, but there's also no way to get the scribes back.

I have three captured cities with a full complement of 20 Allembine Scribes. You can redo the quest after capture. So perhaps he should try to redo the quest, even though the scribes were disbanded.

They changed it so you can get the scribes after the capture. I'm not sure if you can get them after they desert though.
