Have suspended/inactive/abandoned cities randomly teleport on the map and go under the control of the nearby faction/NPC then players would get a chance at the towns and the factions would have a supply of cities( leave out -100 pop towns they just clutter the map)

You could also check to see if the mail has actually been read after 3 days/weeks.
edit* this was not aimed at Quackers or Rorg, just an informative post for those new to the game.

Splended suggestion!
But why have them teleport? There's always a nearest faction - the time before conversion could be made to increase with distance to and standing with the faction.

You might be not interested to capture or raze cities belonging to your
nearest faction if you want to survive another week in Illy...

I keep getting this message despite having a zoom level of 100%, whenever my browser window is not maximized. Chrome, Windows 7.
