21 Resource Squares?

21 sounds normal, but quite rare : 1/1/1/1/21 summed up = 25, like every other "special" square.

Not sure exactly what the odds are to see such a square, but I suppose somewhere around 1 in 625 special squares (assuming the "low" numbers are random rolls of 1 to 5, and there's 4 of them, that's 1 out of 5^4 odds of all four rolling a 1 and leaving a 21 standing). Assuming there are, let's say, on average, only 4% special squares (just guesstimating here), on the -500|-500 to 500|500 area, you'd expect only about 64 such special squares to exist (but about 256 of the 20 variety, and around 640 of the 19 variety, etc). Of course, there could be 30 or there could be 100 of the "21" variety, but those previously mentioned numbers are the most likely ones if the assumptions are correct.

However... 22 (or higher), now, THAT is highly unusual. This either means one of the resources is actually zero, or for some reason the sum is higher than 25, in which case... I wouldn't exactly bet on them remaining that way for too long. You might want to petition them just in case (better know now for sure than "get surprised" later when they're adjusted).
